When a charger leaves the store, two things matter

EV chargers are now sold through Australian retail. Two questions follow: who is qualified to install them, and who is responsible for the work afterwards. Shifted Grid Group answers both.

Shifted Grid Group is a Shallard Electrical venture. Shallard Electrical is a licensed electrical contractor led by tradespeople with more than twenty years of experience in the electrical industry, and a member of the O'Brien and Laser Electrical & Plumbing network. It already delivers fixed-price installations as a preferred installer for a national retail brand.

O'Brien and Laser Electrical & Plumbing is Australasia's leading electrical and plumbing network, operating across Australia and New Zealand under the O'Brien and Laser names. O'Brien is the older Australian brand, in continuous service since 1924.

Our role is to convert that footprint into something a manufacturer can rely on. Network membership is a starting point, not a credential: we select from it, accredit against the brand's requirements, and stand behind the result.

The brand deals with one company. That company brings an established national network with it.

The install

Fixed price, fixed scope

A standard install with the same scope, price and standard in every city. Certified to AS/NZS 3000. No per-job quoting inside standard parameters, and no surprises for the customer.

The installers

Vetted, insured, trained

Licensed and insured electricians, certified on the product and paid full trade rates. Each electrician warrants their own workmanship.

The accountability

One accountable partner

Compliance certificates, photographs and customer feedback are recorded for every job. One company answers for the result.

One partner. One standard. One accountable partner for the work.

The network

The O'Brien and Laser network

One network.
One standard.

The footprint already exists.
We decide who within it works on the program.

O'Brien and Laser Electrical & Plumbing network conference

The O'Brien and Laser Electrical & Plumbing network, Advantage Conference 2025.

A national network that already exists, and an accreditation standard that decides who within it may work on the program.

Our installers are drawn from established businesses that were already trading, already licensed and already accountable to a national brand. Membership alone is not the qualification — every electrician is accredited by us, and where no accredited member covers a location, we recruit to the same standard.

The network also reaches beyond its own members. Each member business works with trusted local trades in its own region, giving us a reliable way to find and accredit qualified electricians in remote areas, through people who already know their work.

Where we operate

  • Every Australian capital city
  • Major regional hubs with resident member businesses
  • Remote locations by arrangement, with a per-job travel loading
  • New Zealand through the same member base, as a later phase

How the network grows

  • Selected from established member businesses, then accredited
  • Direct recruitment to the same standard where the network does not yet reach
  • Capacity added ahead of demand in growth corridors
  • The network expands as the program expands, without lowering the standard

How we hold the standard

Quality is measured on every job, not sampled.

A national network is only as strong as the standard it delivers — every installer, every job, every time. We hold the standard in three stages: who is accepted into the network, what evidence is recorded on every job, and what happens when results fall short. The third stage is what makes the first two real.

01VETTED
Who is accepted into the network
  • Electrical licence verified
  • Insurance verified
  • Product certification
  • Reputation and work history
02MONITORED
On every job, not on a sample
  • Photographic proof at handover
  • Certificate of Electrical Safety
  • Automated customer feedback
  • Warranty performance tracked
03ACCOUNTABLE
Standards that carry a consequence
  • Retraining where results slip
  • Heightened job oversight
  • Removal from the network
  • Reported back to the brand
What is captured on every job

Installation & compliance

  • Photographic proof of the completed work
  • Certificate of Electrical Safety, recorded against the job
  • Installer notes and any site conditions encountered
  • Charger features demonstrated to the customer at handover

Performance & accountability

  • Automated post-installation follow-up on every completed job
  • Customer feedback recorded against the installer, not just the job
  • Warranty attendances tracked and attributed
  • Exception reporting — trends and escalations, not job-by-job noise
Every job. Every installer. Every market.
Service standards
CommitmentWhat it means in practice
Scope confirmed before work beginsThe attending electrician confirms supply type and switchboard capacity on site, including three-phase availability for 11kW units. Where a site needs work beyond the standard scope, it is quoted to the customer before any work begins.
No obligation to proceedThe customer decides whether to accept a quote for additional work. Where they choose not to proceed and the standard installation cannot be completed, the standard installation fee is refunded, subject to the applicable terms and conditions.
Trade supportNetwork installers have phone access to our trade support while on site, so a question at the switchboard is resolved during the visit rather than on a return trip.
First contactCustomers contacted within three business days of the job being received.
WorkmanshipAll work to AS/NZS 3000, by a licensed and insured electrician who warrants their own workmanship.
EvidencePhotographic proof captured at completion and charger features demonstrated to the customer.
FeedbackCustomer feedback recorded against every job and reviewed against the installer's history.
EscalationResults that fall short trigger retraining, heightened oversight, or removal from the network.

LicensedElectrical contractors registered and licensed in every state and territory of Australia in which they operate.
InsuredPublic liability insurance held and verified for every network member.
TrainedInstallers complete a product and installation certification programme, maintained across the network.
StandardsAll work performed to AS/NZS 3000 and applicable state and territory requirements.
CertifiedA Certificate of Electrical Safety issued and recorded for every completed installation.

Electrical capability

The standard install

Same scope. Same price.
Same standard in every city.

7kW single phase  ·  11kW three phase
Certified to AS/NZS 3000, every job

Wall-mounted EV charger

A fixed-price standard installation, delivered the same way in every market.

Included in the standard install

  • Attendance within the metropolitan service area and major regional hubs, including travel
  • Single-storey dwelling, tile roof, charger wall-mounted to a sound, prepared surface
  • One dedicated circuit: 32A single phase (7kW) or 16A per phase three phase (11kW)
  • Up to 15 metres of cable from the switchboard
  • Weatherproof isolator where required, Type A RCBO (30mA) protection
  • Tested, commissioned, customer handover and Certificate of Electrical Safety issued

Quoted separately

  • Cable beyond 15 metres
  • Switchboard or main upgrades, additional circuit ways
  • Single to three phase supply upgrades
  • Double-storey or non-tile roof
  • Load-management devices
  • Trenching, boring or underground runs
  • Non-standard mounting or structural work
  • Rectification of existing non-compliant wiring
  • After-hours attendance, permits and DNSP applications

Work outside the standard scope is quoted and transacted directly between the network installer and the customer, at the installer's own rates. The 11kW install assumes spare three-phase capacity at the switchboard.

Beyond the charger

Our installers carry full electrical capability. If a site needs more than the charger itself, the same electrician can complete the additional work — no second company, no second visit.

Switchboard services

Upgrades, rewiring, additional circuit ways, safety switch installation

Mains upgrades

Single to three phase supply, DNSP applications and permits

Power and lighting

Residential, commercial and industrial installation

Battery and solar

Load management, battery storage integration and supporting works

Commercial and industrial

Three-phase supply upgrades, distribution works and power infrastructure for factories and multi-site facilities

Dealership infrastructure

Charging at dealerships and handover bays, service-bay power upgrades and higher-capacity site works

Materials and systems

Quality products, guaranteed. Materials come through established trade accounts with Australia's major electrical wholesalers, and we stand behind what is installed.

On a branded program, there is a risk that installers use cheap materials to reduce their own cost. We remove that risk. Every component installed with a charger — the isolator, the circuit protection, the cable — comes through established trade accounts with Australia's major electrical wholesalers. We specify what goes in, and installers buy those materials from their local branch.

Each installation is also covered by the workmanship warranty of the electrician who performed it, in addition to the manufacturer's product warranty. The customer is protected on both the product and the installation.

The company behind the network

A network is only as good as the businesses in it — and the way those businesses behave when nobody is auditing them.

Every member of the O'Brien and Laser network is a locally owned business, working in the community where its owners live. Their reputation in that community is the business. This is why the standard holds: a local business protects its own name on every job, without needing to be told to.

Giving back

In our communities

  • O'Brien Taskforce — the network's annual community build, running since 2009 across Australia, New Zealand and Fiji
  • More than 9,000 hours of labour and $1.6m in donated labour and materials contributed since 2009
  • Volunteering and in-kind electrical work for local organisations
  • Support for local students, apprenticeships and trade pathways
  • Backing local businesses and suppliers in the markets we work in

For our people

  • Full trade rates paid to network installers, not race-to-the-bottom pricing
  • Apprentice development inside member businesses
  • Product training and certification provided to installers
  • Work allocated on standard and capacity, not on who quotes cheapest
Trusted with national programs

Member businesses across the network already deliver installation and maintenance programs for large Australian companies — multi-site work, coordinated centrally and delivered locally. Shallard Electrical performs fixed-price installations as a preferred installer for a national retail brand in its own service area, to that brand's standards, for that brand's customers.

Locally owned businesses. National standards. The same quality in every location.
